Frustrations from the West Palm Beach Police Chief over a lack of cooperation in the search for a suspect or suspects who shot and killed a 16-month old boy last week.

"And no one in this neighborhood is in an uproar? Maybe it's just me. Maybe I'm the only one that's fired up about this. But this needs to change."

Frank Adderley says that he's been told there are witnesses out there, who watched someone fire shots into the car where Kaleb Watson and his parents were sitting.

"This is a tragedy in our city...16 month old dies this way. But the more sad thing about it is the people that stood and watched this incident."

The baby was shot in the chest and died at the hospital. His mother was grazed by a bullet, treated and released.

Adderley says they need to hear from residents who have information.

"We need to make a positive change. People need to get involved. They need to become stakeholders and realize that we have extended our hand. We want to be your partners and we want to make your neighborhood safe."

The police department is offering a $10,000 reward in the case, but right now there are no suspects.
